Co-Founder and Chairman of the Board
Dr. William A. Brookshire

Dr. Brookshire is co-founder and Chairman of the Board of S & B Engineers and Constructors, Ltd.  He holds a B.S. in Chemical Engineering from the University of Houston and an M.S. and Ph.D, in Chemical Engineering from Louisiana State University.  He is a registered professional engineer in Texas and Louisiana as well as a member of the American Institute of Chemical Engineers and National Academy of Construction.  

Professional honors include:

  • Past Member of Government Programs Steering Committee of the American Institute of Chemical Engineers
  • Past Vice Chairman of the ECC Executive Board (Engineering and Construction Contracting Division of the American Institute of Chemical Engineers)
  • Former Member, Rice University Engineering Board of Review 
  • Former Member, Board of Industrial Advisors, University of Houston, College of Technology 
  • Distinguished Engineering Alumni Award and Member Engineering Hall of Distinction, University of Houston 
  • 1998 American Institute of Chemical Engineers Engineering and Construction Contracting Division Award.

President
James G. Slaughter, Jr.

Mr. James G. Slaughter, Jr., is President of S & B Engineers and Constructors, Ltd., and son of the Company's co-founder, James G. Slaughter, Sr.  Mr. Slaughter is a native of Houston.  He received his B.S. in Chemical Engineering from the University of Houston, and also attended the University of Toledo, as well as Harvard Business School.

Mr. Slaughter has spent his entire career at S & B, starting in 1967, filling both engineering and construction positions.  He is a member and past President of the National Academy of Construction and past President of the Houston Area Contractors' Safety Council.  Mr. Slaughter is active in the Construction Industry Institute serving in the following roles:

  • Current member of the Executive Committee
  • Member of the Board of Advisors 
  • Twice Chairman of CII's Strategic Planning Committee 
  • Chairman of the PDRI research team 
  • Chairman of the Alignment research team 
  • Productivity Metrics team member  

Perhaps Mr. Slaughter's greatest contribution to the industry is his role as a pioneer in "zero accidents" safety since 1985.  S & B has been the industry leader in safety the last 15+ years and Mr. Slaughter has freely shared S & B processes with all that were interested.

Senior Vice President – Business Development
Richard L. Akin

Mr. Richard L. Akin is Senior Vice President of S & B and is responsible for
S & B’s Business Development activities.  He is a native of Shreveport, Louisiana.  He received Bachelor’s and Master’s degrees in Chemical Engineering from Louisiana Tech University, and continued his graduate studies at the University of Houston.  He worked for Shell Chemical Company as well as several engineering/construction contractors prior to joining S & B.
 
Mr. Akin has extensive international experience, having lived in London for several years and traveled to over 100 countries with foreign assignments including engineering, project management, plant start-up and trouble-shooting, and business development.  He was instrumental in developing S & B’s relationship with our Indian affiliate, Valdel (now S & B India).

 

Senior Vice President – Engineering
Charles R. Reid

Charles Reid joined S & B in May of 1991 as a project engineer having previously served as a project engineer for Bechtel and Solvay America.

Over the years, Mr. Reid has moved into leadership roles for both the mechanical and piping groups at S & B.  More recently, Charles has been instrumental in establishing our global engineering offices in India.

In 2005, he was promoted to Manager of Engineering and Sr. Vice President. He holds a B.S. degree in Mechanical Engineering from the University of Florida and an MBA from Rice University.
 

Senior Vice President – Construction
Tommy H. Collins

 




Mr. Tommy Collins is Senior Vice President of Construction and oversees all of S & B’s construction activities.  Tommy served nine years with S & B as Field Operations Manager before being promoted to Sr. Vice President.   Previously, Tommy served a lengthy career with Brown & Root, Inc. where he worked his way up from a piping supervisor to senior construction manager.
