HOUSTON, Texas—March 5, 2025— S&B, a leading engineering, procurement, and construction (EPC) company, has expanded its Board of Directors with the addition of two industry leaders, William “Bill” Utt and Jeff Reilly. Stuart Spence, who was appointed to the board in 2024 as Lead Director, has been elected as S&B’s Chair of the Board.

Spence joined S&B’s Board of Directors in 2024 as Lead Director and brings more than 20 years of EPC and oilfield experience to his position as Chair of the Board. He previously served as Executive Vice President and Chief Financial Officer at McDermott International, where he drove both operational excellence and financial discipline across the company. Prior to McDermott, Spence held numerous executive positions in the oil and gas industry, including at Halliburton and Vetco International, among others.
Utt brings decades of leadership experience across the energy and infrastructure sectors to his role on the board, having served as Chairman, President, and CEO of multiple global organizations. He previously served as KBR’s Chairman and CEO, guiding its engineering, construction, and services operations across energy, petrochemicals, government, and infrastructure markets. Prior to KBR, he was President and CEO of SUEZ Energy North America and Tractebel’s North American energy operations.
Reilly is a seasoned leader with 40 years of experience in the global engineering and construction industry. He has held executive leadership roles in both owner and contractor organizations, driving strategic growth and business innovation. Reilly played a key role in implementing the capital growth program at Phillips 66, developing the post-split procurement strategy at ConocoPhillips, and shaping the corporate direction at Amec Foster Wheeler.
